Indeed, the TTTA received a significant change in the negotiation in early 2001 of a new Social Security Agreement (SSA) with Australia, as well as a series of national legislative changes regarding Australia`s social security and immigration rules for New Zealand migrants. While the fundamental principle of granting New Zealand citizens the right to work and life in Australia with minimal restrictions remains, migrants will no longer be treated as permanent residents of Australia after February 2001 and will not be entitled to a wide range of social assistance, regardless of their length of stay in Australia. In addition, despite recent changes in 2016, they have only limited flexibility to secure the length of permanent residence or Australian citizenship. The agreement was announced on February 4, 1973 and came into force shortly thereafter. The agreement is not expressed in the form of a binding bilateral agreement between Australia and New Zealand, but it is a series of immigration procedures applied by each country and supported by common political support. There is already a security partnership between CANZUK countries and the United States, the so-called “Five Eyes” agreement. The partnership would build on this basis, particularly for CANZUK countries.
